Bylaws define the
operating rules for the Association. As defined in
Article XIV, the bylaws
may be amended, under certain conditions, by the delegates.
Standard Operating
Procedures are those Association motions which have been further
incorporated at an Annual Meeting as representing ongoing policy. The
intention is that actions by the Executive Board or by any
Association Commitee which follow these SOP's do not require a vote
of the Delegate Body. Any policy contained therein is subject to the
Bylaws and may be overridden by the Delegate Body.
